Iphone XR "Ghost Touch" Issue

My iPhone XR is exhibiting the "ghost touch" issue - apps opening and moving without the screen being touched. After two conversations with Apple support - who recommended removing the screen protector, then doing a factory reset - the problem persists and they now recommend bringing it in for repair - probably replacement of the display module. Of course, my phone is out of warranty, though only 18 months old. No other screen issues - hasn't been dropped, no cracked screen. Just failure of the display after a year and a half.

This is apparently a not uncommon issue, and there is a service program providing for free display replacements for up to 3 years for the iPhone X. My question is why this kind of service program isn't available for the XR as well. Same issue; clearly a device failure. But will cost me a couple of hundred dollars to repair a relatively new device. How does one get word to Apple that this stinks?
