To make sure we're on the same page, you are attempting to sync a file over to your iPhone via iTunes, but are prompted there isn't enough space on the iPhone for the file?
If so, does your iPhone show ample storage under Settings > General > iPhone Storage specifically? Also, to confirm are you attempting to sync the file using the steps outlined in the following article?

Finally, is it only this specific file you're unable to transfer? Or are you unable to sync any other file? What is the file type you're attempting to sync.

From here, we'd recommend restarting your iPhone, and then confirm the storage still matches. After that attempt to sync again.

Hi Brian, yes I am attempting to load video files from a pc via iTunes to my iPhone12. The settings tells me my phone has 18GB of space unused and iTunes confirms it - but when I try and transfer I get an error message on iTunes saying the file could not be copied because not enough free space is available. I have tried with 1-2MB MPG files, MP4 files AVI files,
