Restored from old back up but cannot sync iCloud photos

Restored new phone from old back up, but i cannot download iCloud photos from the period since the old back up. Approx 9 months of missing photos. They are def in iCloud. I have singed out of iCloud completely, restarted phone and signed back in, but it doesnt seem to be triggering download.

I have a lot of images already on backup, which feels like reason it may be getting confused. I've also looked to try and erase only the images of handset and repeat the above, but not found a quick way to do that.

Any ideas?

First, let's review the recommendations outlined here: If you're missing photos or videos in the Photos app

Let's also go to the iCloud website: iCloud and check to see if your photos are available.

If the issue persists can you provide a few more details? When did you last see these photos? Which device and OS are you currently using? Also, are those photos available on any other devices?
