i have the latest update for my mac OS X El Capitan and Safari - but cannot stream xfinity on it. Can I download the Safari 12 even though I am using El Capitan?
No, but you can download newer versions of other browsers, such as Firefox.

Just a guess, but I know Xfinity used to use Flash player for their streaming video format. Now that Flash is retired I am thinking maybe the new format they are using requires a more recent browser? You may want to check with Xfinity to see if their requirements have changed.
