Nobody here in the users forums can answer a “why” question about Apple design or policy decisions. People here don’t work for Apple, don’t speak for Apple, and have no inside knowledge of Apple corporate decisions.
Basically all anyone here knows is the iPad lacks a native calculator because Apple decided (for whatever reasons) not to include one.

There are some good Ad-free examples of Calculator Apps obtainable from the App Store - and some very good paid examples. Herewith a single sample of each from my personal favourites:

iPad has never had a native Calculator App. The history of this is readily available.

There is not an official answer from Apple, but a post from an ex-Apple employee explained why the iPad has never been shipped with a calculator app:

As you can read in the article, it is not too hard to code, nor takes up too much space in the memory. It was just a question of design.
There are many 3rd parties Calculator apps on App Store (i.e. https://apps.apple.com/us/app/calculator-for-ipad/id443932954
Since the vast majority is free of charge, give them a try.

I never understood that either. But maybe it's because Apple reckons that if you have an iPad, then you also have an iPhone. Calculator for iPad is also on my wish list.
Unfortunately, most calculators are full of advertisements unless you pay. But there are also a few good offers in between.
