You don’t mention which Watch, but...
There’s reportedly an issue with power save mode on Watch Series 5 and Watch SE, running watchOS 7.2 and 7.3, and a patch 7.3.1 now available to address this.
For those stuck, and for those that charging for an ~hour doesn’t resolve this, Apple is offering free repairs.
