How can I make Numbers repeat the top set of cells when I scroll down to a lower part of the Spreadsheet? Used to do that in Excel.

Use Header Rows at the top of the table.
Set the Table menu item "Freeze Header rows"
The header rows will remain visible and long as any of the 'body' rows are visible on the screen,
There is a similar setting for Header columns.
