Can't copy to iCloud Link and can't transfer video to computer via cable

Hi.

The past two weeks I get this message below about storage being full when I try to send a file to my iCloud. When I manage the storage settings it says I have used 4 out of 5 gigs. This has been like this for two weeks now.

iCloud Storage Is Full

There is not enough available iCloud storage to create an iCloud Link. You can manage your iCloud storage in Settings.

So I then hook up the phone to my PC and try to transfer the video file that way. When I go to Photos in Settings under TRANSFER TO MAC OR PC, if I leave it as Automatic, when I go to click and drag the file to my PC, it tries and then fails. If I change the setting to Keep Originals, it will immediately transfer over, but the file doesn't work. It says A problem has occurred while starting playing. HEVC/H265 decoding is not supporter in S/W mode. Please click "Find Codec" to install the necessary codec.

For videos, if the file isn't too large, it will transfer over. But I'm trying to transfer a couple of videos over 100mb and it just won't work.

So what other options do I have?

I've looked into the first problem for a few minutes by googling and have not seen a resolution to this problem yet. Is there an answer to that problem because that would be pretty ridiculous to have available to storage but it can't be used.

Not a fan of iPhones given all these issues that shouldn't be happening, in addition to others, but it's a work phone so wasn't willing to update my old personal phone.
