"You do not have permission to open this app"

I'm on a 2016 MBP running Big Sur 11.2.1. I upgraded the OS about a month ago, once I was done with some projects. I did not do a clean install, simply the upgrade from the previous version. I have worked on an MBP since 2009, so have been through multiple OS upgrades, done a clean install only once. I have never had issues.
Big Sur has been a not-so-good experience thus far. The most nagging issue I face is the frequent pop-up I get that says what the title of this post says: "You do not have permission to open this app." The text under it says "Contact your computer or network administrator for assistance." The apps I use most frequently are Google Chrome and MS Word, Powerpoint, Excel. There are other non-Apple apps, but I haven't had occasion to use them yet. I am nearly confident that when I do I will get this same message.
In looking online, I get some developer forum posts about this. One said to use the "Get Info" and add my actual user name (which is the admin) to the Sharing and Permissions area. I did so. But to not much effect. It works sometimes, it doesn't at others. Some days after I shut down at night and power up the following morning it works. Some days I let the computer just sleep and the next morning the app decides to not load.
I am not a developer/coder, so hesitate in using Terminal, though I have done so in the past maybe once or twice.
Has anyone else here come across this problem? And is there anything I can do to fix this?
