Voice memos not downloading

I have voice memos from like 2013 from my grandmother who has now passed away and I went to look at them yesterday but they’re stuck downloading and have been for several months. I have an iphone 11 and i don’t know what to do. I saw other forums but they had no solutions. does anyone have any advice on how to fix this issue where voice memo just says downloading if it was recorded on any device that’s not on this phone?

A my icloud has always had voice memos on because this has been very important for me to keep. and i got this phone when the iphone 11 came out so it was new. I was hoping the bug would be fixed by now but it hasn’t been. :-( i just want to hear my granny.

Turn on your device. ...
Follow the onscreen setup steps until you reach the Apps & Data screen, then tap Restore from iCloud Backup.
