I’m not able to mute the shutter sound of my phone even after muting the phone and turning the side switch to the red side.

That would indicate the phone was originally sold in Japan or South Korea.
It is illegal to silence the camera in those countries. The device will comply with the laws of the country in which it was sold.

My phone was sold in Europe. I’m still not able to do it. I don’t understand why. Can you help me with it?
Check the model number in Settings>General>About. What does it say there?
It was made for the Japanese and south Asian market and it will be the same anywhere in the world.
Look at your model number. The last letters are J/A.
