my iphone 11s silent mode is playing up. it works but when i take a photo the shutter sound is still there.

My iPhone 11 is on silent but when I take a photo in any app it still makes shutter sounds but when I take a screenshot or something it doesn’t make a sound I am from aus so it can be turned off this is a refurbished phone I need help??
iPhone made for some Asian countries (example: Japan) the camera shutter sound cannot be silent.
