Silent mode don’t work when I take a picture by camera or another camera in the apps
The shutter sound works even when the volume is at zero. But not when a take a screenshot. I have iPhone 8 on 14.6 iOS.

Sounds like your device is from a country that mandates the shutter sound. Go to Settings > General > About > Model and if a number starting with A is showing tap it to change to the other number that will end with something like J/A
That is the reason, that is a Japanese market iPhone and by law Apple has hardware encoded it where the shutter sound cannot be turned off. There is no way around it.
Yes, it ends with j/a, maybe there is another reason? :(
