If you have iCloud Photos turned on (see: Set up and use iCloud Photos - Apple Support ) your photos should be on both the phone and iCloud. You can open the Photos app on the phone, tap Library and then scroll to the bottom to see the status of the syncing.
iCloud Photos is a syncing service. Any photo you delete from a device where iCloud Photos is turned on will also be deleted from iCloud and from any other device connected to iCloud Photos. You can potentially reduce the storage space required on a device by turning on Optimize Storage. See the "Save space on your device" section of: Set up and use iCloud Photos - Apple Support
Apple does not currently offer cloud-only storage for photos. If that is what you want or need, you may want to explore 3rd party options such as Google Photos or Dropbox.

Open Settings ➔ Photos : If there is a checkmark next to Optimize iPhone Storage then all the original photos are on iCloud and a small file image of the photos is on your iPhone. If Download and Keep Originals has a checkmark next to it then full resolution photos are on the iCloud and on your iPhone.
You can also double check the same settings for iCloud. Open Settings ➔ Apple ID (Your Name at Top) ➔ iCloud ➔ Photos : Ensure that this is set to ON. Check the same settings after tapping on Photos.

If you delete a photo from the device it also removes the iCloud copy.
I only want to remove photos from my device that are downloaded to my device. I have a big icloud subscription and am fine if there are no downloaded pics on my device
