MacBook Pro (2017) won't output 4k at 60Hz through a USB-C to HDMI 2.0 cable.

I'm connecting my MacBook Pro to a 4k external display, and it doesn't do 60Hz; only runs at 30Hz.

My Mac is running the latest OS version, MacOS Big Sur 11.2.1


I have a mid-2017 MacBook Pro 13 inch (2 Thunderbolt 3 ports). I know the MacBook Pro supports 4k60 output through its USB-C/Thunderbolt 3 ports; it has DisplayPort Alt mode.

My display is a LG 27UD59P, a 4K 27'' monitor that has support for HDMI 2.0

My cable is a Cable Matters USB-C to HDMI cable. It has support for HDMI 2.0, which means it does output 4k at 60Hz.
