I’ve tried volume up down and hold power button til it restarts numerous times and still nothing

Thanks for using Apple Support Communities! We understand you are experiencing some issues with your iPhone 11 screen not being responsive. We are happy to help provide some guidance.

It sounds like you've done the right thing with trying to force restart the iPhone to regain access. If you've followed the steps correctly for force restart the iPhone and it boots back up as normal, but is still unresponsive to touch, the device might need to be physically inspected.
