There is no automatic upload of photos to PC (or Mac). There is an OPTION to sync photos to iCloud automatically in near real time, and, if you have iCloud for Windows installed on your PC, the photos will also be synced to it through iCloud. If you don’t want this feature go to Settings/[yourname]/iCloud and turn off Photos.

When you connect your phone there is a check box to sync automatically. Uncheck that.
iCloud is a syncing service; whatever is in iCloud will be mirrored on all devices that are logged in to that iCloud ID. So if you delete something from your phone it is removed from iCloud, and vice versa.
You may want to consider a 3rd party cloud archive service for your photos such as Google Photos, Shutterfly, Dropbox, box.com, etc.
Each time I connect my iPhone to PC with USB, the PC automatically tries to upload pics from the phone and then always says, "something went wrong." I'm trying to disable this annoying feature, I want to upload manually when I want to. I tried your suggestion, but it wanted me to remove all pics from the phone that were uploaded to iCloud. Not sure I want to delete pics from my phone. Any other ideas? Thanks
Auto sync is already disabled. But thanks.......never did get comfortable with iCloud.
