No ringing sound on some outgoing calls

Hi. I just bought the iPhone se 2020 and sometimes when I make a call there is no ringing sound until they pick up. Also sometimes when I force quit the messages app and then reopen later it opens up the previous conversation instead of the list of conversations. Neither of these issues happen every time but just enough to be annoying, especially when the phone isn't even a week old.
