IPhone XR phone not ringing when receiving incoming call for 80% of the time, checked everything I can think of I’ve also restarted & reset ????

A reset was/is not required.
Please check the following.
- Check your DND status - Settings > Focus [Do Not Disturb]; Use Focus on your iPhone, iPad, or iPod touch - Apple Support
