Try an external USB keyboard just in case the built-in keyboard is bad.

Make sure to disconnect all other external devices except for the drive you want to boot. Other external devices can sometimes interfere. I still think your built-in keyboard has some type of problem.

I have seen a few cases with our organization's Macs where the Logic Board can go bad making it impossible to perform a PRAM Reset, Option Boot, or select Internet Recovery Mode, but this is rare. Testing with a USB keyboard is the easiest and best way of eliminating most built-in keyboard problems. If the external USB keyboard has the same problem, then disconnecting the built-in keyboard cable from the Logic Board is the next step in case it has a problem that also affects the external keyboard.

Did you create the bootable macOS 10.13 USB installer using the instructions in this Apple article?

https://support.apple.com/en-us/HT201372

Try using another USB stick (especially a different brand) for the installer since the quality of USB sticks is extremely bad and Macs can be very picky about the USB sticks used for booting.

Use an external keyboard to get around the "Return" key issue.

What OS is currently installed on the 2013 MBPro? What version of the macOS USB installer are you trying to create?

Edit: If you are trying to create a Big Sur USB installer, then make sure you have downloaded the most recent version of the Big Sur installer (v11.2.1) since older versions won't boot a 2013 MBPro (Apple disabled the Big Sur installer until v11.1 IIRC) and v11.2.0 is dangerous to use if you are trying to upgrade a current macOS installation since it doesn't properly check for enough free storage space.

If the "Return" key isn't working on the built-in keyboard, then other keys may not be working correctly which may be preventing you from launching Recovery Mode or the Apple boot picker menu using Option Boot. Using an external USB keyboard will allow you to bypass most issues with the built-in keyboard unless the built-in keyboard has a stuck key. A stuck key will also interfere with an external USB keyboard.

Can your laptop still boot to the internal SSD?

Hello, and thank you HW Tech

I don't explained me self clear, there're two issues:

"Return" key:

I try to find out if the "Return" key it was at issue that can solve with reset SMC or NVRAM, things all ready did (reset SMC and NVRAM), but doesn't work. And I would like to find out if there're some common hardware problems with the keyboard and specially with the "Return" key.

Big Sur all ready installed:

I make a Big Sur USB installer, with the last version (v11.2.1); I install de macOS without no problems after that when I try to enter the "Recovery Mode" or choose with why driver star (bootloader) doesn't work.

The computer all ready have the Big Sur installer, is when a try to do it again with the "recovery mode"

Ones again thank you very much for the answer.
