settings>privacy>apple advertising> then there is a toggle to turn on personalised ads however it’s not highlighted as in it won’t let me turn it on unsure why

You may have Screen Time Restrictions set to ON.
Open Settings ➔ Screen Time ➔ Content & Privacy Restrictions ➔ Apple Advertising : Set this to ALLOW.
You can then go back and set that switch to ON.
