Blackish tint (like rows) on my device.
What am I supposed to do if there is blackish tint from the bottom of my device till top? They are like rows but a little faint, when ever there is a white screen it is seen much clearly.

As illustrated in the photo, you have screen backlight failure - that will require replacement of the iPad screen.
You would be best advised to take the iPad to the Genius Bar at your local Apple Store, or an Apple Authorised Service Provider (AASP).

seems like problem with display, so bring it to authorised service for repair
