Creating new Apple ID

I am trying to create a new Apple ID for my daughter. I have gone through most of the process but I am stuck at the payment method screen. I filled out all the information but when I press Next, it tells me to go to the Apple support website for assistance. Can someone please help me with this so I can get my daughter learning new things for school?
