Suggestion - connect via an Ethernet Cable to Router as Wifi is too iffy. If not able - move computer as close to Router as possible and shutdown. Then shutdown Router. Pause 15 seconds and Restart Router. Disconnect ALL Other devices using the Wifi - what the maximum bandwidth for Only the MBA. Restart computer in Safe Mode - Shift - Immediately at startup. It does a Repair Disk, clears cache files and only Loads Apple Software and fonts. So, loads slowly - Normal. Try again.

If that does not work - again restart computer in Recovery Mode - Command + r - immediately and choose Reinstall macOS
