how do you take off screen time without the password? i also can’t restart the phone because then it would delete all my photos because 1,300 are not saved to the icloud

try this If you forgot your Screen Time passcode - Apple Support
if this doesn't work you do this If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support
Yes you will lose all your data, since you didn't back up.
