Apple Intelligence is now available on iPhone, iPad, and Mac!
I have a iPad Mini with 9.3.5 and I don't seem to find the Message toggle under iCloud. Apart from that iMessages arrive to my iPad but when deleting them on iPhone, that given deleted message is still available on my iPad. Any idea?

Messages in iCloud is available on iPhone, iPad, or iPod touch, and Mac with two-factor authentication and Keychain enabled.
Based on the above, the iPad mini you're using does not support a software version that is compatible with Messages in iCloud, so that should account for what you're seeing. Let us know if you have any questions.
