I can't find preferences? I got a new computer and some of my music and new edited music will not sync the message says go to iTunes music for windows in preferences , select Sync Library but I can't find either.

Do you have a subscription to either Apple Music or iTunes Match? Have you brought over your library from your previous computer with everything looking the same as it did before, ratings, playlists, play counts, etc.?

I do have a subscription to Itunes and I did bring everything over there were just a few songs that had the cloud icon next to the title that would not let me upload
