Which version of macOS 10.15 do you have installed? I had problems with these truculent faces circles in the early versions go Photos 5 on Catalina, but no longer after the most recent update. If you did not yet update to the most recent version, you may want to try to update.
Otherwise I second sterling's advice to restart Photos (and the system), when the faces circles start misbehaving.
What has also been working for me, has been to write the name into the name field with the circle in the center of the photo, and only then dragging it to the correct position. This is working well, if there are many people in the photo, and the name field is occluded by other name fields. Strangely, it has been possible to drag the circle to the correct place, if it has already a name assigned.
Leónie, thanks for your help. I finally installed Big Sur, the latest mc os and solved the problem. Writing the names of people inserting my own circles is a great idea, though.
