Switch from a 256GB iPhone to a 128GB one. Used 150GB already.

My current iPhone X has 256GB and I used 150GB already. I want to switch to my new iPhone 12 but with 128GB only. How do I do this? I have iCloud, enabled the optimised storage for photos, but the photos are just not uploading to iCloud. How do I do this?
