True but, only memory in iMac (21.5-inch, Late 2015), and iMac (Retina 4K, 21.5-inch, Late 2015) is not upgradeable. Which is different than you have to buy it at the time of purchase. An AASP can do it, and some users have done it.
No, you cannot increase the number of slots on any Mac - sorry. You need to buy as much RAM you want at the time of purchase on any 21.5".

Most 21.5" iMacs that can run Big Sur have non-user accessible memory. What year is your iMac?
My iMac is late 2015. Is it possible to increase the memory slots?

Well, not too many requests to increase RAM in 2009, 2010, and 2011 21.5" models. Those are the only ones that are user accessible.
