does itunes not work anymore on a PC?

I have purchased music lots of times on iTunes and now I get a "temporary error 42110" that seems permanent. Is this a PC problem?

Check for and load any available updates for Windows and for iTunes, and try again.

If not, try this: Error -42110 when attempting to purchase … - Apple Community
