The keyboard backlight turns off after login. How to turn it on? No option of low light in keyboard preferences. The buttons of keyboard light on the touch bar are not working. When I restart light turns on until i enter password to login. Then suddenly it turns off. What would be the issue?

If the ambient light is strong 'enough' the back light shuts off— there is no over ride here.
cover the Facetime camera/light sensor with paper or your hand, does it come back on?
