Okay.

The new 8th gen iPad needs the iPadOS update.

Alright, before using the Quick Start feature again, plug your new iPad into power.

Then just set this iPad up as a new, blank, fresh iPad setup and let that iPad, first, do the iPadOS upgrade/update on its own without doing any other data transfer from the other iPad.

Once the new iPad finishes its upgrade/update, do a simple hard reset of the 8th gen iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons, to restart the iPad just to make sure the iPadOS upgrade “sticks”.

Once the iPad software is done up to date on the new 8th gen iPad, you can go into the Settings app, General settings panel,

Scroll down for the Reset panel, in the right-hand column, and then do a complete Erase ALL Contents and Settings procedure of your new 8th gen iPad ( its firmware will already be upgraded/updated to the latest iPadOS at this point ).

Then you can now go and try, once again the whole Quick Start procedure with both iPads, again.

It appears that your 8th gen iPad cannot navigate both the iPadOS upgrade/update process and the Quick Start process all at the same time.

Preparing download of an iPadOS update may take awhile to happen.

It is not immediate by no means.

If you are simply cancelling the iOS upgrade/update before this finishes, then you should not be doing this.

Which iPad is asking for an upgrade/update and what is this iPad that is asking for the upgrade.update currently running for an iOS/iPadOS?

Also, if this iPad is too far behind in iOS/iPadOS upgrades/updates, do you own a full featured computer?
