My Apple Pay is locked and they said I can not touch almost 20,000 $ in a few years can somebody please tell me why this has happened !!

Apple Pay locked FOREVER????? 😡🤬 WELL...my Apple Pay has been permanently locked for the last month and a half and has a balance of $1800 on it that I apparently have no access to Apple cannot give me any information as to why it is locked and cannot give me a solution as to how I can fix this!!
