System Folders up to 9 could be copied with the Finder to another disk. AFAIR sometimes you had to command-click the System file or something like that to bless it. OS X changed that but then CCC came into rescue ;-)

Carbon Copy Cloner can make a bootable Big Sur clone (not as versatile as in Catalina because currently it must erase the target when cloning the system volume, though).

Only for intel models. Not M1.
Hi JFRobMD,
Apple themselves has never provided a native cloning app. They only provide the standard Time Machine app.
What software are you referring to?
