iCloud for Windows and iCloud for Outlook Windows Installation Error

I need help getting iCloud for Windows to work. I contacted Apple support and they didn't know how to help me at all.

iCloud for Outlook stopped working some time in the last week. I am running Windows 10 Home and Microsoft 365.

I uninstalled iCloud for Windows and iCloud for Outlook and reinstalled both programs multiple times.

iCloud for Windows is now syncing bookmarks, passwords, iCloud Drive, and photos. But every time I try to tick the box next to "Mail, Contacts, Calendars, and Tasks" in iCloud for Windows I get the following error:

"iCloud for Windows did not install properly. To repair it, you need to go to Apps and features, select iCloud Outlook from the app list and click Modify. When prompted, click Repair."

I have done this multiple times and it does not work. I've done everything I can think of.

When hitting the "Report" button I can see the following error message:

I'm having the exact same problem installing the iCloud app from the MS app store into my wife's laptop running Win 10 v20H2.  I tried everything with no luck.

As a work-around, I installed the Apple version (7.21.0.23) which is only recommend for Windows 8 or earlier.  It is working, but I'm worried Apple will not continue to support it on Win 10, so I'd rather install the recommended MS app store version ASAP.

Ironically, on my laptop, very similar to hers, also running Win 10 v20H2, I had no problem installing the MS app store version (12.2.10.0).

Even though her laptop has the old version, all of our contacts and calendars are syncing between our laptops, iPhones and iPads.

I don't get an error code. After I check the box next to "Mail, Contacts, Calendars, and Tasks" and hit "Apply", I get this message:

iCloud for Windows did not install properly. To repair it, you need to go to Apps and features, select iCloud Outlook from the app list and click Modify. When prompted, click Repair

When I go there and click Repair, it runs for a while, indicates it is moving files, then goes back to the main screen with the box unchecked. Trying again yields the same result. It's as if the Repair failed.

When I open iCloud as an Administrator, it just keeps spinning after I hit Apply, as if hung in Repairing.
