I can’t delete app from App Library. There is no option to delete when it jiggles just share or send to Home Screen.

Note that some built-in Apple apps cannot be deleted.

If that isn't the cause and if you cannot delete any apps, there may be a restriction set on deleting apps. On an iPhone or iPad, go to Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps.
