iMessage - Not possible to turn on

Hi. i would like to ask you about activation of iMessage. Unfortunately on my girfriend phone when I try to turn on iMessage the slide is always get back to off possition imediatelly. I tried to turn of and turn again the iPhone, i had out also the sim card. But nothing helped. iPhone is on latest iOS. Thank you for your help.
