I'm attempting to restart my recording in the middle. I position the playhead and hit record. During the count-in I used to hear what was there. Now I don't hear anything? How do I turn the sound during count-in back on?

It sounds like you're having some issues hearing your audio during the metronome while recording in GarageBand.
Make sure that any tracks you want to hear are not muted, and have input monitoring turned on. You can see how to do both of these things here:
