I just got the M1 MacBook Pro, but the speakers are really quiet even at max volume as compared to the MacBook Air (2018 base). I have tried reinstalling the OS and clearing the NVRAM.
I the speakers on the Pro at max volume are as loud as the Air at half the max volume.
