What causes him (he has iphone too) but he calls me and gets 3 beeps and disconnects, he can call others in my area and it works. His texts come through to me just not his calls. He's in california, I'm in oklahoma. what causes this to happen?

From your post, it seems like you’re having an issue with the calls, not texts, coming in from your friend.
You’d want to make sure to share this with your friend, as you’ve mentioned they are initiating the calls: If you can’t make or receive calls on your iPhone – Apple Support If you’re unable to call them, we’d want to make sure you’re following the steps too.

Thank you for your response, yes it was only incoming call from 2 different people. I figured out what it was, ATT said their ATT Call protect app had a glitch in it. I uninstalled it and reinstalled it, it showed I manually blocked these 2 callers. I unblocked them and all is well, both have called to test their calls came through. I also reset my iPhone (hard reset)
