New I pad apps

got a new i pad and am trying to add app. I keep getting a message" Apple ID has not yet been used in the Itunes store. Tap review to sign in, then review your account information." I type in password and just keep getting same message over and over. I have signed into the I tunes store, but have not purchased anything. I have gone to Appleid.com and verified information. Getting very frustrated!!

You need to enter a valid payment method. See this, Change, add, or remove Apple ID payment methods - Apple Support
