Signing out of Apple ID deltes data on phone?

I was having issues with iCloud storage payment. Tech said it was a glitch and that I need to sign out of my Apple ID then sign back in. When I click sign out a pop up states that signing out will delete certain data on phone. (Attached photo) Mentioned it to Apple Service tech and he said “cancel! Don’t sign out!!!” After an hour and a half with no solution I had to hang up. So, do I sign out/back in? I’m still having “glitches”

Slide the 4 switches in the screen shot to the right to keep your data on the phone. Any data removed by signing out should sync back once you sign into iCloud again.
