What EXACTLY am does “streaming“ and “background” mean in relation to heart rate in the health app? Why does the heart rate monitor “stream”?

When you use the Workout app, Apple Watch measures your heart rate continuously during the workout and for 3 minutes after the workout ends to determine a workout recovery rate. I believe that is what is meant by "streaming".
In addition, Apple Watch measures your heart rate throughout the day when you’re still, and periodically when you’re walking. The time between these measurements will vary. These are "background" readings

This makes sense. However I am older and have hypertension and tachycardia which simulates a workout. My heart rate goes high during brisk or lengthy walks. Whenever my heart rate exceeds 100 BPM (my set alert limit) my monitoring begins streaming mode. Thanks for the answer!
