Numbers: How can I make a line plot WITH data points on the line as "x"s? I also would like to tag the data points with the actual data value.

Select the chart, click the format beush to open the Format Inspector in the right sidebar.
Click on the line connecting data points or on one of the data points to choose the Series section of the Inspector.
The upper red arrow in the image below points to the Value Labels checkbox and menu,which will tag the data points with the value they represent.
X" is not available as a Data symbol (in my version of Numbers). If it has been added to newer versions, you'll find it in the Data symbols chooser indicated by the lower red arrow.

You would be far better off using one of the built-in data point symbols but if you absolutely positively can't live without them being X's on pain of death, you can do a workaround that might do what you want. I did it with a second series and the use of value labels. It could be done without a second series but you wanted actual value labels on your original series so I couldn't use those ones. The symbol is an actual X, not two lines that cross at 90 degrees. I was unable to find a character that crossed at 90 degrees that also had the center of the cross at the right place. All of them were either higher or lower and did not show on the chart at the center of the line.
I present the following only as an exercise in how you might do this, I don't recommend you actually do it.
To make style changes on the "shadow" series, you might have to use "Edit Data References" and select it in your table. I don't know if you can get ahold of it by clicking in the chart.
If you have a "shadow" series, you will not want the chart legend. You will probably want to turn off the connection lines (set them to none) for the shadow series.
Perfect! Since I don't care if it is an "x", it is REALLY easy.

I tried several of them. All I tried were too low.
No ... happy with the circle, especially since you can size in down to look like a dot (data point).
So you are using one of the built-in data point symbols (the circle)? Good choice vs trying to fight it. I wasn't sure what you decided based on your earlier post when you said it was "really easy".
