Quick start continually looping and not setting up new phone

I have a new iPhone and I am trying to set up with quick start and transfer from my old phone. However it keeps sending me around in the same loop and not doing the set up. I get to where it asks me questions for set up options and once I answer the questions then returns to start. I have tried to return to factory settings etc but it keeps happening

Looks like the process is stuck in a loop as you mentioned. Are you in position to create a backup from your old iPhone to your computer and then restore your new iPhone from that backup? If you do not have a computer then do you backup to iCloud? Just giving you alternatives to the Quick Start method in case it completely ends up not working for you.
