Hi there swatchata.

Thanks for reaching out to the Apple Support Communities. We understand you're having issues with the Touch Bar on your MacBook Pro acting on it's own, and we'd be happy to help.

Before we start, can you let us know which steps you took when you say that you formatted your MacBook Pro?

Going forward, let's try resetting the NVRAM on your MacBook with the steps listed in the following resource: Reset NVRAM or PRAM on your Mac - Apple Support

If resetting NVRAM didn’t resolve the issue, restart your Mac in safe mode and see how the Touch Bar responds: How to use safe mode on your Mac - Apple Support

Safe mode can help to determine whether an issue is caused by software that loads as your Mac starts up. If the issue occurs while in safe mode, follow the steps under "If the issue continues in safe mode". If the issue doesn’t occur in safe mode, the steps to use are under "If the issue doesn't continue in safe mode".

Let us know if that's able to help

Take care.
