Iphone photos loading OK with newly installed Catalina, but not from Canon camera, either with cable or memory card.
Should I try to run the enabling disc again that came with the camera many moons ago?

Try using Image Capture to see if it will see either the camera w/card or the card in the card reader.
If none of the Photos software or Image Capture works, connect the card or camera to the Mac, locate the device on your desktop, and you can then open the device like a folder or external drive and simply drag/copy the images to a folder on your Mac. You can then access the files in that folder with Photos or Image Capture.
