Why can’t I access the “Restore From Time Machine Backup” option?

Shutdown the computer and attache Only the Time Machine Backup drive. Restart and immediately hold Command + r key. This will be Recovery Mode. It will present several Options and choose Restore from Time Machine. Follow the prompts.
