Fix to Clear Safari History and Data if it's Greyed out

In order to clear Safari History and Data on your child's apple device if it has Screentime turned on, you'll have to log into the Family Sharing Organizer's account holder's device then go into Screentime. Scroll to the bottom of page then Turn Off Screen Time. It will ask you to enter the Screentime passcode. Once it's turned off you can go onto your child's Apple Device and it should allow you to erase Safari History and Data now.

After erasing Safari History and Data, you may want to go back the Family Sharing Account Organizer's device and turned Screen Time Restrictions back on as a precaution.

This took me 2 hours to figure out so hopefully this help!
